FED:Record crop harvest despite disasters

By Colin Brinsden, AAP Economics Correspondent

CANBERRA, Feb 15 AAP - Farmers in the eastern states took a substantial hit from this
summer's natural disasters which also look set to have a lingering impact on small businesses.

The federal government's commodity forecaster estimates that with nearly all of last
winter's crop having been harvested over the summer, the heavy rains and flooding cut
crops by 2.5 million tonnes more than it forecast in December.

Still, the Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES)
said there was a brighter picture nationwide with the Western Australian harvest 1.4 million
tonnes higher than previously forecast.

Overall, it predicted the nation's harvest will reach 42.1 million tonnes for 2010/11,
a 19 per cent increase on the previous year, and the highest production since 2003/04.

"From a national perspective, there had been strong growth in winter cereal production
as compared to recent drought-affected years," ABARES deputy executive director Paul Morris
said.

While some areas could not be planted for the summer crop that is harvested next winter,
and some plantings suffered damage, Mr Morris expects the recent heavy rainfalls to benefit
crops though good soil moisture and increased water-storage.

Summer crop production is forecast to be 4.8 million tonnes for 2010/11, a 66 per cent
increase on the previous financial year.

But while some farmers may have cause to celebrate, a new survey shows small businesses
remain under a cloud, particularly in retailing, manufacturing and hospitality.

The Australian Chamber of Commerce and Industry (ACCI) expects the floods and cyclone
activity will further dampen confidence over the first half of 2011.

Its survey found the index for small business conditions falling to 42.0 in the December
quarter from 44.5 in the previous three months.

A figure below 50 indicates economic conditions among small businesses are in contraction.

Business expectations fared little better at an index reading of 47.4.

Most index components of the index fell in the quarter, and only two were above 50
- wages growth and non-wage labour costs.

"The Australian small business sector is actually not in good shape at the moment,"

ACCI director of economics and industry policy Greg Evans told reporters in Canberra on
Tuesday.

Mr Evans said it was not just the case of a two-speed economy in terms of the resource
and non-resource sectors, but also a "widening chasm" between large and small businesses.

Most concerning was the reading for profitability at a weak 38.2, suggesting this lack
of earnings will make it difficult to raise capital for expansion and future employment.

Small business provides jobs for around half of all private sector employment, while
contributing around a third to gross domestic product.

But Mr Evans said recent indications that the Reserve Bank will sit on the sidelines
over the next few months will provide a much needed breathing space for small business.

The central bank released the minutes of its February 1 board meeting on Tuesday.

However, they were somewhat dated by its broader quarterly monetary policy statement
that was released just days after that meeting, and even more so by last Friday's three
hours of questioning of its governor Glenn Stevens by federal politicians.

Still, economists say the clear message from all this commentary is that the central
bank remains upbeat on the medium-term outlook and will raise rates again, although it
won't be rushing to do so anytime soon.

FED:Paid parental leave one month away

AAP General News (Australia)
12-01-2010
FED:Paid parental leave one month away

BRISBANE, Dec 1 AAP - With just one month to go before the start of the federal government's
paid parental leave scheme, almost 3500 families have already signed up.

Families Minister Jenny Macklin says 148,000 families are expected to be eligible for
the Parental Leave Pay scheme each year.

They will be eligible for 18 weeks' leave after the birth of a child, with two weeks
reserved for the father or same-sex partner, to be paid at the minimum wage rate of $570
per week.

As of Wednesday, the federal government had received only 3450 applications Australia
wide, including 700 from Queensland.

Ms Macklin said the number was small because applications could be lodged three months
before a child's due date, and more families would apply throughout the year.

"Babies that are due later in the year, we won't have them registered yet," Ms Macklin
told reporters in Brisbane on Wednesday.

"This is the first time people have been able to do their paperwork in advance.

"So you can get the paperwork done for paid parental leave, for family tax benefit,
for the baby bonus, for the maternity immunisation.

"Get that all done before the baby comes along, which we know is a very, very busy time."

Ms Macklin said the scheme would help women stay connected to the workforce, boost
workforce participation and give families more choices to balance work and family.

From July next year, the majority of employers would be paymasters for the scheme,

Ms Macklin said, adding the federal government would provide them with funding in advance
so they're not out of pocket.

"This is very good for business, to keep their employees connected with their business,"

Ms Macklin said.

Meanwhile, Ms Macklin said she didn't believe mothers would delay caesarean births
to meet the January 1 start date.

It comes after a shocking study found in November 2007, that almost 700 mothers delayed
giving birth so they could receive higher baby bonus payments, which were increased by
$800.

"As I know, as a mother myself, I wouldn't have done anything that risked the health
of my baby, and I'm sure that's what Australian mothers will do," she said.

It's estimated the scheme will cost the federal government $260 million a year.

To be eligible, the primary carer must have been working - full-time or casually -
for at least 10 of the 13 months, and for at least 330 hours, before their child's birth
or adoption.

The primary carer must earn less than $150,000 a year.

People are urged to call Centrelink for more details.

Mass High Tech Report: IPO Activity Will Be on Hold until 2011
Type: News

Mass High Tech, The Journal of New England Technology, has reported that the region's venture capitalists expect the market for initial public offerings of technology company stock to be frozen until at least 2011 because of the ongoing global economic crisis and instability in the stock market.

IPOs represent one of the best opportunities for investors and founders to benefit from the growth of technology companies, and provide incentive for entrepreneurs to launch new companies.
Mass High Tech has also reported that companies that had filed plans with federal regulators for IPOs have begun to cancel those plans. Through in-depth interviews with more than a dozen key New England venture capitalists, Mass High Tech journalists reported that investors should expect almost no IPOs in 2009 and 2010. In addition, the VCs predicted that a second popular path for growing companies -- acquisition by a larger company - will be dramatically limited by the low prices that potential partners are willing to pay in the current economy.

Venture capitalists who have invested with companies in technology areas such as computers, software, the Internet, alternative energy and biotech said that the lack of IPOs and acquisitions--combined with difficulty in raising new funds --means that they will have to carefully examine their investment portfolios, more carefully managing expenses at some companies and perhaps shutting down those that are less able to survive the tough economy.

The predictions by venture capitalists are included in Mass High Tech's annual review of technology trends for the past year and for 2009.

FED: Obesity bill drastically underestimated: Report

Eds: Embargoed until 0001 AEST Friday, August 22

By Tamara McLean, Medical Writer

SYDNEY, Aug 22 AAP - The fat epidemic is costing Australia $58 billion a year - almost
three times more than previously estimated, a new report says.

Access Economics has recalculated the burden of obesity on the nation based on shocking
new statistics showing one in four adults is obese.

The new report, released at a government forum in Tasmania today, shows the full cost
to be $58 billion, far exceeding the $21 billion bill estimated in 2006.

The economic consultancy explained the discrepancy by saying the old report was "quite
conservative in its projections of obesity prevalence and estimates of attributable fractions
for conditions associated with obesity diabetes, cardiovascular disease, various types
of cancer, and osteoarthritis".

Two major studies have also since confirmed obesity rates were considerably higher
than previously thought, the report states.

"These new figures are tragic and frightening and represent a wake-up call for the
nation," Dr Gary Deed, national president of Diabetes Australia, which commissioned the
report.

"They show that previous estimates of the epidemic's size and cost were very much understated."

He said the obesity epidemic was having a "direct and catastrophic" influence on increasing
the incidence of type two diabetes.

"We know that obesity and type two diabetes can be prevented and we need to make fundamental
changes in the way we live to arrest the escalating crisis," Dr Deed said.

The report puts the direct costs at $8.3 billion, and a further $49.9 billion in the
value of lost wellbeing and premature death.

Economic costs of obesity were largest in NSW, at $19 billion, followed by Victoria
at $14.4 billion and Queensland at $11.6 billion.

It estimates that 3.71 million Australians are obese, including 242,000 Australians
who have type two diabetes as a direct result of their obesity.

Almost 650,000 Australians can blame their cardiovascular disease on their weight,
and more than 30,000 have colorectal, breast, uterine or kidney cancer as a result of
their stature.

MELBOURNE, Dec 29 AAP - Serial water wasters will have their water supply reduced to
a trickle under tough new water bans.

Stage three restrictions, beginning on New Years Day, will enable water authorities
to cut water pressure to wasteful homes, News Limited reports today.

Under the drastic move, offending householders would not have enough water to shower.

Supply would initially be restricted for two days and offenders would have to pay a
fee to have their water pressure restored.

About 140 water police will enforce the new measures, restricting water flow from 40
litres a minute to two for water wasters.

"Having your water supply reduced to a trickle for a number of days should be a strong
deterrent for people thinking they can get away with it," South East Water managing director

BD helps people maintain active lifestyles.(Becton Dickinson and Co. products, ACE line of sports medicine products for athletes)(Brief Article)

FRANKLIN LAKES, N.J.-As a medical technology company BD manufactures and sells a broad range of supplies, devices and systems for use by health care professionals, medical research institutions and the general public.

The company, which makes health care products ranging from alcohol swabs to insulin syringes and thermometers, is also recognized by retailers and consumers for its ACE, Tm-Fit and Bauer & Black brands of sports medicine products.

The ACE line consists of such injury prevention and treatment items as bandages, braces, hot and cold therapy products, and sports tape. One of America's mainstay brand names, ACE is representative of BD's 103-year commitment to its mission of helping all people live healthy lives, according to a spokeswoman.

The Tm-Fit brand includes adjustable neoprene-blend supports and braces, back supports, magnetic therapy products and Elasto-Preene braces, which are patented woven braces with neoprene panels positioned over the joint areas.

Because of its diverse customer base and wide array of products, the supplier, which was founded in 1897 as Becton Dickinson and Co., had experienced some inconsistencies in how its name was presented on products, and in advertising and marketing materials.

In an effort to create a more uniform identity the Bection Dickinson name was shortened to BD and a new logo was adopted last year. The new corporate identity, the spokeswoman says, has created a uniform look that is recognizable by all of the supplier's customer segments.

All of BD's product lines, which are continuously refined to meet the changing needs of consumers and marketing conditions, are sold worldwide and enjoy high name recognition in all corners of the globe.

In the United States a relationship begun last year with Major League Soccer, in which BD became the official supplier of sports medicine products to the league, is continuing this season.

To help merchants move its items ED develops customized merchandise for retailers, which includes the ACE Kids line of supports and braces for children between the ages of 7 and 12.

Over the last year BD's elastic health support business has launched several products, including the ACE ankle brace with side stabilizers, the ACE wrist brace with splint support, the ACE multiuse wrap with magnets and the ACE back belt with magnets. It has also added the Tru-Fit Fiberplast and Tru-Fit multisupport ankle braces.

The spokeswoman notes that the ACE and Tru-Fit lines will continually evolve to meet the changing needs of consumers. More product introductions are planned for the remainder of this year and into 2002.

Recently, for example, the company debuted new packaging for the ACE line.

The key customer group targeted by BD's sports medicine products is people who engage in active lifestyles, typically those who feel responsible for taking care of their health and who are looking for quality support products to help them continue with their activities, according to the spokeswoman.

BD is using the Internet as an educational vehicle to help provide information needed by its customers. The company's sites are primarily consumer focused, because executives see the Internet as the perfect medium for quickly communicating to consumers and answering their questions.

In addition, the supplier has leveraged its retailer relationships with direct links to retailers' web sites. the spokeswoman notes, which helps consumers locate a store near them that sells BD products.
